15% for 2005

2004 max. contribution was 14%. Now open season for 2005 is 15%? (FERS). My question is can the change be done on the tsp site or on the thriftline? Haven't been able to get to the right area on the thriftline to do it. Maybe I'm wrong but I thought I had done it on the phone last time and not with a tsp-1 form?
